Law Enforcement Feels Prop. 47 Will Harm Public Safety

The official name of Prop. 47, a ballot initiative that will be brought to voters in the November election is the "Safe Neighborhoods and Schools Act";  opponents say that Prop. 47 is anything but that.

Others say voters need to educate themselves as to the true pros and cons.
The good
If the measure is passed, it will reduce a number of felony offenses to be misdemeanor crimes.  This includes receiving stolen property valued at less than $950, grand theft of $950 or less, shoplifting items less than $950 and writing a bad check or forging a check for less than $950.

How Not To Get Your Point Across

An Oakland man found himself in a pretty sticky situation last week after his hijinks at a City Council meeting landed him in jail.

No one is quite sure why 20 year-old Dante Cano was at the public meeting, but they are sure that he was out of order.  At some point, the man, who was screaming jibber jabber, ran toward and jumped on a raised speaking platform at the center of the room.

Officers said he was eventually detained, thanks to the efforts of community members and a city staffer.

Maguire Jail May Start Shipping Inmates To Alameda County

Last week, Sheriff Greg Munks requested the Board of Supervisors consider a request that would allow him to ship overflow inmates one county over.

The bid received unanimous approval; the two-year contract could be worth up to $3 million for Alameda County.

The contract is basically a "CYA" for the Maguire Jail.  As it stands, San Mateo detention facilities aren't overcrowded and the sheriff doesn't see that changing in the near future.

Essentially, it's an insurance policy; a "just in case" measure that would allow inmates at the Maguire Jail to be sent to Dublin in the case of unforeseen circumstances.

Former Inmates Reap Benefits Of Obamacare

In the past, ex-inmates who were struggling with finances, but didn't have children, had a heck of a time gaining access to health care.

But now, under the new Obamacare mandates, programs that were once only available to custodial parents whose income was up to 138 percent of the federal poverty level are now available to childless and single adults.

This is good news for ex-offenders who have ongoing medical and mental-health needs, especially since it gives them access to medication they might otherwise not be able to afford.

When Shoplifters Bite Back…

If you were a security guard at a national retail chain and you crossed paths with a customer looking to gain a five-finger discount, you'd likely start barking out orders-- something along the lines of "stop!" or "thief!" or "put your hands where I can see them!"

And that's exactly what happened last week, when local Wal-Mart employees stumbled across a transient who was trying to make off with some loot.

The shoplifter, 24 year-old Roxanne Melonzon, decided to bite back, and not in the figurative sense.  She literally bit one of the security officers who caught her red handed.

Doing More With Less- Sonoma County Jails Trying To Make Due

You might say their problems started several years ago when budget cuts prevented the Sonoma County Sheriff's Department from hiring new jail staff.

You could also say the problem was magnified after the state started shifting certain prisoners from their facilities to county jails.

Regardless as to when things started,  the outcome was predictable.

Jail staff numbers are reportedly declining while the inmate population is rising.  Many deputies are retiring or leaving the department, they said, and the Sonoma County Jail has had a heck of a time finding qualified replacements.

Police Dog Helps Take A Bite Out Of Domestic Violence

San Leandro K9 credited for capturing a fleeing suspect
A domestic violence suspect has been booked into the Santa Rita Jail after being apprehended by a police dog.

Police say it all started on Sunday night when officers took note of a man who was riding his bicycle without the property safety lights.

When they stopped the man to question him, Charles Fryer gave them his name, but quickly tossed the bike and made a run for it.   The suspect took cover in a few blocks over and was reportedly seen running from property to property.

$1 Million Settlement Reached In Santa Rita Jail Wrongful Death Lawsuit

The family of a 51 year-old man who died while in custody at the Santa Rita Jail has settled their lawsuit for $1 million.

Court documents alleged that deputies beat, kicked, tased, improperly restrained and brutalized the man inside his cell block.  He died approximately 48 hours later.

Half of the settlement is being paid to Martin Harrison's 10 year-old son by Alameda County.  The county jail's healthcare provider,  Corizon Health, will need to pay the balance.

Harrison was arrested in 2011 after he failed to appear in court after being arrested for drunk driving.  Family members say he definitely had a …

California Considers Leasing Prison Beds

A representative from Gov. Jerry Brown's office has confirmed the state is considering a plan that involves leasing about 4,600 prison beds.

The US Supreme Court recently upheld a previous decision that requires the state reduce its inmate population by 10,000 detainees by the end of the year.

Counties are trying to figure out how they're going to deal with a flood of parolees and law enforcement agencies have said they're worried about a spike in crime rates.

Missing Toddler’s Father Released From Santa Rita Jail

A man who had been detained at the Santa Rita Jail in lieu of $100,000 bail has been released from custody.

Authorities said the decision came after the Alameda County District Attorney's Office decided against filing formal charges.  The now former defendant, Anthony Webb, was arrested after his 21-month old daughter, Daphne, went missing from inside of his vehicle.

Webb has acknowledged that leaving the little girl in the car was a bad decision.   The child was reported missing toward the middle of last week.  Police arrested him approximately 24-hours.
