A man arrested and jailed in Redwood City on a $500,000 bail earlier this year was granted probation and substance abuse treatment.

Redwood City police arrested 49-year-old Eddie Darrell Boyce Jr. when President Barack Obama was visiting the city in May, for driving the wrong way on the street a presidential motorcade was traveling on and for trying to flee the police, the Daily Journal reported. Boyce had driven his car around the barricades of a street that was sealed off due to the motorcade. Police tried to stop Boyce, but he tried to flee the scene by turning his …

Former prison inmates pose problems for county jail

The California prison realignment program has brought more hardened criminals into county jails throughout the past year. As a result, San Mateo County Jail authorities have said there has been a change in the inmates' attitudes and many are saying they would rather not have been transferred to the county facilities, the Almanac reported.

San Mateo County Sheriff Greg Munks told the news source that attitude problems among the inmates have become such an issue that jail officials have had to discontinue a treatment program to free up space for special housing.

"We're having a much harder clientele, we're having a …

ACLU report suggests need for more bail bond information for inmates

According to a recent American Civil Liberties Union poll, more than 70 percent of voters want the state to invest more in programs that help rehabilitate offenders instead of building more jails to house them, KPBS reported.

"It's clear to us from this polling that California voters want smart, effective policies," said Margaret Dooley Sammuli of the ACLU, according to the article. "They believe we can have public safety and reduce the number of people behind bars."

Due to the state's prison realignment program, county jails are seeing more inmates, as non-violent criminals are brought to the local lockups to finish …

San Mateo County disregarding reports in move to build new jail

To determine how to alleviate overcrowding at the San Mateo County Jail, county officials have commissioned several reports that investigate the local correctional system. Yet, once the reports were published, San Mateo County disregarded many of the critical findings, the Palo Alto Daily News reported.

The reports largely point to the county's plans to build a new jail as being unnecessary. One, which was published in December 2011 and compiled by the Center on Juvenile and Criminal Justice based in San Francisco, said more could be done with the county's pretrial system to expedite court cases and transfer inmates. The …

San Mateo officials move forward with plan to build new jail

It seems San Mateo County will become home to a new jail, despite public opposition to the plan. On September 25, the San Mateo County Board of Supervisors unanimously approved a $1.8 billion 2012-13 fiscal year budget that included funding to start building the new facility in Redwood City.

The board allocated $44 million in the budget to pay for the first phase of construction on the jail. More than 100 people attended the recent board meeting and public testimony in opposition to the facility lasted more than 2 hours, KTVU reported. People chanted "no jail," and had signs that …

Consultant fired after critical of county correctional system

A consultancy firm hired by San Mateo County has been fired after investigating how the county  handles the flow of criminals into the local jail - information, the Mercury News reported, that may have downplayed the need for the county to build a new jail, which it has set aside funding to do.

County officials had hired the firm, the Institute for Law and Policy Planning (ILPP), to evaluate the "Achieve 180" program aimed at integrating prisoners back into the community. ILPP representatives working with the county had recently requested additional inmate information and, shortly after, San Mateo County officials …

California realignment program not completely successful its first year

October 1 will be the one-year anniversary of the California realignment plan, which transfers low-level criminals from prisons to county jails in an effort to alleviate the state's longtime struggle with prison overcrowding.

However, the state has not adopted enough reforms of the correctional system to make the realignment program successful during its first year, a report from the American Civil Liberties Union of California stated, according to a Bay City News article. Too much of the burden has been placed on county law enforcement agencies and not enough funding is being provided for inmate rehabilitation services, the ACLU determined.

While …

Some say new jail is not the answer for San Mateo County

In an effort to ease overcrowding in the Redwood City jail, local authorities have proposed building a new jail. However, some aren't convinced a new facility will address the problems with the county correctional system or offer much-needed rehabilitation services to inmates.

Local jails fail to provide inmates, especially those with drug or mental health issues, with the proper treatment they require. This argument was made by Manuel La Fontaine, a staff member with Legal Services for Prisoners with Children, and Sharifa Wilson, former mayor of East Palo Alto, in a recent op-ed published in the Daily Journal. The county …
