Experts Question Legality Of CA’s DNA Collection Laws

It's no great secret that when a person is arrested they'll be fingerprinted as part of the booking process; in the past decade, many California jails have also started to take a DNA swab.

The idea behind that was simple:  cross check the defendants DNA against a national database to determine whether their genetic fingerprinted tied them to a prior crime.   In some cases, the practice has helped law enforcement officials solve years-old cold cases.

But the practice may have found itself coming to a screeching halt.  Last week, a CA Court of Appeals found that taking a DNA sample from …

OC Considers Mass Overhaul To Bail Bonds System

Sources close to the Orange County Jail system say the county is considering moving forward with a pilot program for some of its inmates. If approved, jails will take a more risk-based approach deciding which defendants are released before their first court date.

Proponents say there are a number of pre-trial defendants who remain behind bars because they cannot afford to post bail bonds.
Creating Risk While Evaluating Risk
Opponents feel the proposed change in the system is a risky move. When an individual is released from jail through bail, the bail bonds company and the person who signed the bail contract …

Orange County Cities See Major Drop In Violent Crime

Sources within the Orange County law enforcement community have confirmed that yes, violent crime rates throughout the region are down year-on-year.

The dip in some regions has been so significant that some cities are describing it as being "dramatic".

Nearly every area in the county has reported declines, according to a recent FBI report.  Orange County Sheriff Sandra Hutchens said this can be largely attributed to federal, state and local law enforcement agencies working hand-in-hand.

With everyone working together, and using available technology, amazing things have happened.

Jail officials say that the drop in crime rates has helped them avoid releasing inmates early.  …

OC Jails Evaluating Programs To Help Reduce Recidivism

Officials in Orange County say they will likely expand their efforts to keep former inmates from committing new crimes once they are released.

This is all part of California's efforts to cut inmate populations at both prisons and the county jails.  Inmate overcrowding has long been a problem for the Golden State, according to sources, and it's gotten to the point where the Supreme Court has found it unconstitutional.  The justices went so far as to order CA to reduce their prisoner population to no more than 137.5 percent of rated capacity.

Prisons weren't prepared to simply open the floodgates for …

High OC Jail Collect-Call Fees To Be Addressed

Anyone who has ever received a collect phone call from someone in the Orange County Jail will tell you the cost is very very high.

The situation is so bad, according to sources, that the County Board of Supervisors is going to address the issue later this week.

At least one elected official has pointed out the high cost makes it hard for inmates to connect with family members, which keeps them from being able to lean on loved ones for support while they're behind bars.

CA Jails Still Going To The Dogs

It wasn't all that long ago that some of the Orange County Jails initiated a program that allowed inmates to help rehabilitate rescue dogs, as a means of training them to become more adoptable.

And in early June, volunteers rescued five more dogs from high-kill shelters and brought them to one of the state's high security prisons.   The idea behind this, according to the California Department of Corrections and Rehabilitation- is to give certain state inmates the task of helping "rehabilitate" these high-risk dogs so they too can find forever homes.

The most recent group of dogs graduated from the 12-week …

Orange County Jails Help Feed The Less Fortunate

When you think about the county lock up, you're likely to think about things such as crime, bail bonds and people who are serving time.  But now, at least one of the Orange County Jails has started to give back to the community.

Namely, they're turning over excess lunch meat (and other food stuffs) to the St. Francis Home and the Salvation Army Adult Rehabilitation Center.

There is quite a bit of food that's prepared for inmates on a daily basis, according to a representative from the Theo Lacy Jail, and not all of it gets used.

And now, instead of tossing …

OC Jail Expansion Proposal Inches Forward

The saga surrounding the proposed expansion of the James Musick Jail continues
The county says they need to add more bed space to accommodate the influx of prisoners that are being shifted to OC jails due to the state's inmate realignment program.

Lake Forest residents, though, are saying "not so fast", and are fighting against a proposal that would add more than 512 beds to the local detention center.

The fight has been going on for years, according to city officials, and it even once faced a push-back after the city of Irvine filed a lawsuit in hopes of preventing the Musick …

Laguna Niguel Approves Multi-Million Police Contract

It's just another day, another law enforcement services contract for members of the Orange County Sheriff's Department.

The most recent nod came earlier this week when the Laguna Niguel City Council agreed to keep the OCSD's current agreement in place.  But the biggest difference between this year and last, is the 8.45 percent services increase.

Ultimately, the city has agreed to pay more than $799,000 than it did last year.

Source close to city hall said that some of that is earmarked for a one-time equipment purchase.  Other portions of those funds will be used to help revamp an Aliso Viejo school …

OC Jails No Longer Need Federal Oversight

Recent investigation shows much improvement within the Orange County Jail system
It wasn't all that long ago that the county's detention facilities came under fire, after it was learned that deputy-on-inmate violence had become prevalent and that inmate access to medical care was abysmal.

Today, however, all of that seems to have changed.

A recent inspection by the Department of Justice's Civil Rights Division found the Orange County jails have improved quite a bit in the past few years, so much so that they don't think continued federal oversight is necessary.

Granted, the recommendation will still need to get a final stamp of …
