Man Steals Taxi To Drive Himself Home From Jail

When someone is released from jail, it's natural to want to get out of Dodge as quickly as possible.

Some inmates call family members, others call friends.

Twenty one year-old Qais Yoeisi, however, thought the best course of action involved stealing a parked cab... or maybe he had seen this employment ad.

The man was released from the San Diego Central Jail on Wednesday morning.  From there, he spotted an unoccupied Yellow Cab and decided he'd grab the vehicle to drive himself home.

SDPD officers were quick to follow.

College campuses are not immune from unlawful activity.  Despite the academic bubble environment, instances of crime can strike on any day at any time.

Below are just a few examples of recent calls to the SDSU Police Department.

On Oct. 27, a student called into report a potential transient had been spotted near the Zura Residence hall.  The caller said they believed this person was holding a knife, which drew some concern.  Police say the transient was last seen collecting cans and wearing a cloth to cover their mouth.  He or she has not been spotted since.

Bondsmen Behaving Badly: Soliciting Inmates Is Illegal

Those who don't have a great deal of familiarity with the commercial bail industry are often surprised to learn how regulated it is.

In California, a bondsman can call an inmate's friends or family members to try to arrange bail bonds, but only if the inmate called them and requested they start the process.  Companies are also prohibited from "cold calling" people who have been arrested by scheduling visits at the jail.

Some companies have reportedly said the restriction violates their right to free speech.  But, as of this week, a CA appeals court ruled otherwise.

Realignment Causing Some Women To Spend More Time In Jail

When elected officials passed the state's prisoner realignment plan, they thought they were solving a problem.  What they failed to realize was that shifting low level offenders to county jails was going to cause another.

At the current time, thousands of female offenders who would have been serving time in state prisons are being held in county jails.  Some of these detainees are serving time for white collar crimes, such as financial fraud.

Others have been convicted of non-violent non-serious offenses, such as property crimes and and lower level drug offenses.

LAPD To Test Body Cameras

A spokesperson within the Los Angeles Police Department has confirmed the LAPD will begin testing 60 body cameras, starting today.

The program is designed to help increase accountability among officers and to help reduce the number of complaints by community members.   The department's public information officer said that the LAPD will be testing two different types of devices that are being loaned to them.

Sources say that cameras from Taser International and Coban International are both being considered.  The LAPD will make its final determination after a 90 day test period and at that time, will decide which company they want …

Bondsman Accused Of Re-Jailing Clients After Taking Their Money

A New York-based bondsman has found himself in hot water for behaving badly.

In addition to sending clients back to jail without reason, court records allege George Zouvelos, charged them exorbitant fees for his services.

The shady bondsman landed on law enforcement radar last summer after he tossed more than a dozen bailed out defendants back in the big house for failing to make a weekly sign in appointment at his office.

Those appointments all took place on July 4, a day the office was closed for business.

Calaveras County Jail Opening Delayed To January 2014

Those close to the Calaveras County Jail construction project say the facility is almost complete, but won't be ready for inmates until January.

This, they say, is the earliest the jail will be able to open.  County Sheriff Gary Kutz said the problem is largely tied to construction delays, and is frustrated that his target pre-December opening has been pushed back by several months.

This not only impacts inmates, he said, but has prevented him from completing a study about jail staffing levels.  A presentation has been scheduled before the County Board of Supervisors for months, but each date keeps getting …

Tehama County Jail Eyes Expansion

The County Board of Supervisors is taking a look at a measure that would allow for a $22 million expansion of the Tehama County Jail.

Supporters of the program say it would help centralize the county's detention operations and would include a day reporting center in addition to more beds.   In order to move forward the county will need to undergo a state grant process.  If the monies are approved they could be awarded up to $20 million.

The remaining expense would be paid for through using $865,000 in in-kind donations and $400,000 in acquisition costs in order to gain access …

Contra Costa Sheriff Looks To Expand Richmond Jail

A spokesperson for the Contra Costa Sheriff's Department has confirmed the county is seeking $80 million in state funding which would allow them to expand the Richmond.

If approved, the grant would increase the jail's square footage and will be used to construct a new wing.  Re-entry services would also be added.

Sheriff David Livingston told the County Board of Supervisors that the plan is all about maximizing public safety.   Being able to hold more inmates, he said, means safer streets and neighborhoods.  He's also hopeful to add programs focused on reducing recidivism rates.
