Contra Costa Jails Say Bye-Bye To ICE Hold Inmates

A spokesperson for the Martinez Jail said their facility is joining others throughout the state who are no longer holding inmates for no other reason than illegal immigrant status.

Each year, the US Immigration and Customs Enforcement (better known as ICE) asks East Bay jails to detain and turn over undocumented inmates who are arrested on other charges so the agency could establish whether that person is in the country legally.

Ultimately, even if this person hadn't been convicted of a crime, they were not allowed to be released on bail bonds.

Contra Costa Jail Expansion Funds Bid Flies Out The Window

Easy come, easy go.

The Contra Costa jails had high hopes that state officials would approve their $80 million grant bid, but the project didn't get the green-light vote from Sacramento officials.

California had set aside $500 million in a Criminal Justice Facilities Construction fund earlier this year and just about every county in the state sought out a piece of that pie.

Some, like Orange County, fared better than others.  Their bid was approved on Thursday and the Board of Supervisors is expecting to accept the funds this July.   Fresno, San Mateo and Sacramento will also receive grant money.

The Revolving Prison Doors

In California, the number of people in jail and prisons is staggering.

Many of those people are still awaiting trial and sentencing.

In Contra Costa County, alone, 85% of the jail population is unsentenced. The counties face a lot of overcrowding thanks to the governor’s realignment plan and having a high recidivism rate doesn’t make things any easier.

There could be more financially smart solutions available to help ease the strain.

California Jail Realignment Leads To Longer Parole Sentences

Contra Costa Jail officials have confirmed that a bill which would allow for inmates to be sentenced to longer parole terms is moving forward through the state legislature.  The bill was carried by Assemblywoman Susan Bonilla.

If passed, it would allow county parole boards to assign inmates three year parole terms.   This would extend the current monitoring time by 12 months.  The bill has already been approved by the Assembly and has moved to the Senate.

Contra Costa Jails Reconsider Holding ICE Detainees

A recent study indicates that Contra Costa jails have deported more undocumented inmates than its other Bay Area counterparts.

Immigration and Customs Enforcement (ICE) documents show that Alameda, Napa and Sonoma counties all boast lower numbers.  At the same time, they continue to remain aggressive in removing illegal aliens.   Current regulations require county jails submit fingerprints of new arrestees to the Department of Homeland Security in order to verify their citizenship.   If it is determined the defendant is in the country illegally, ICE will place a hold on them which disallows a friend or family member to bond that person out.   Those detainers are …

Contra Costa Jails Discuss Spending Realignment Funds

A spokesperson for the Contra Costa County Jail has said they are considering a measure which would allocate $4 million of their now $19 million annual prisoner realignment funding toward programs aimed at reducing recidivism rates.

The County Board of Supervisors has opened up a request for proposals (RFP).  The deadline to apply for a piece of the $4 million is fast approaching. They are hopeful to begin allocating the awards by June 1.  More than 400 former state inmates have been shifted to the county jail since the realignment took effect.  In addition to causing inmate overcrowding, it is also forcing …

Martinez Jail Officials Report Death Of Inmate

A spokesperson for the Martinez Jail has confirmed that an inmate died late last week due to an unknown medical problem.  It is unclear how long ago the 43 year-old man had been booked into the Contra Costa County Jail system.  Additional information relating to his charges, bail amount and whether he was awaiting trial or had been sentenced has not been released.

A spokesperson for the jail said the man was found unresponsive shortly after 4 a.m.  Jail medical staff tried to revive him but those attempts were not successful.  Paramedic crews were then called but their life-saving efforts fell …

Contra Costa Jails Get $20M To Fund Prisoner Realignment

A spokesperson for the Contra Costa jails said they are pleased the county board of supervisors voted to approve a nearly $21 million program which would help offset additional jail expenses brought on by the state's prisoner realignment program.

The program first went into effect in Oct. 2011 and allowed for non-serious, non-sexual non-violent prisoners to be transferred from state facilities to county jails to serve out the remainder of their sentences.

County jails have since felt a budgetary pinch since housing these inmates has become their responsibility.

The funds released by the board of supervisors will reportedly be directed toward covering operational costs.  …
