Jails throughout the country have always had problems with people trying to smuggle drugs into their facilities but now, California lock ups say that some parolees are getting rearrested in hopes of being able to bring contraband in themselves.

It all started when the prisoner realignment program started, they said, when the state ordered certain low-level offenders serve their sentences at local facilities as opposed to state prisons.

County jails quickly became overcrowded as a result and in some cases, people who are arrested on parole violations are only serving 10 days before being tossed back out on the street.

What Bail Bonds Accomplish for Criminal Justice System

Last week, Louisiana-based newspaper published an op-ed from from the Executive Director of the state's ACLU that essentially slammed the commercial bail industry.

Mayor Just Says ‘No’ To Jail Expansion

Although some groups are pushing for a renovation and expansion of the Tehama County Jail, at least one elected official is speaking out against it.

Proponents say that additional bed space is needed, especially after the state implemented it's prisoner realignment program, which has shifted certain sentenced offenders from serving time in state prisons to county lock-ups.

They say the extra 34,360 square feet and 64 beds are needed to accommodate the needs of people who are serving longer sentences, as it will allow space for rehabilitation and educational programs.

Orange County Cities See Major Drop In Violent Crime

Sources within the Orange County law enforcement community have confirmed that yes, violent crime rates throughout the region are down year-on-year.

The dip in some regions has been so significant that some cities are describing it as being "dramatic".

Nearly every area in the county has reported declines, according to a recent FBI report.  Orange County Sheriff Sandra Hutchens said this can be largely attributed to federal, state and local law enforcement agencies working hand-in-hand.

Post Prop 47 Passes Dozen of Convicted Felons Released

Law enforcement officials throughout the state are trying to determine how the passage of Proposition 47 will impact the community, especially since jails have been ordered to release eligible inmates immediately.

Law Enforcement Feels Prop. 47 Will Harm Public Safety

The official name of Prop. 47, a ballot initiative that will be brought to voters in the November election is the "Safe Neighborhoods and Schools Act";  opponents say that Prop. 47 is anything but that.

Others say voters need to educate themselves as to the true pros and cons.

If the measure is passed, it will reduce a number of felony offenses to be misdemeanor crimes.  This includes receiving stolen property valued at less than $950, grand theft of $950 or less, shoplifting items less than $950 and writing a bad check or forging a check for less than $950.

Sonoma Jails May Start Releasing Low-Level Offenders Much Sooner

The California inmate realignment program, which shifted certain non-serious, non-sexual and non-violent offenders from state prisons to county jails, is still causing challenges at the local level.

Officials at the Sonoma County Jail, for example, say they'll soon be releasing additional people through a pretrial assessment program in order to free up bed space.

Starting on Dec. 1, if the jail feels an offender doesn't pose a risk to public safety, that they are unlikely to commit new crimes and they are likely going to appear at their court date, bail bonds may not be needed.

OC Jails Evaluating Programs To Help Reduce Recidivism

Officials in Orange County say they will likely expand their efforts to keep former inmates from committing new crimes once they are released.

This is all part of California's efforts to cut inmate populations at both prisons and the county jails.  Inmate overcrowding has long been a problem for the Golden State, according to sources, and it's gotten to the point where the Supreme Court has found it unconstitutional.  The justices went so far as to order CA to reduce their prisoner population to no more than 137.5 percent of rated capacity.
