If you've ever been to a City Council meeting, you're no stranger to public commentary; but in Costa Mesa, things have gotten so out of hand that lawmakers are considering a measure that would make talking too much, or repeating oneself, a misdemeanor crime.
If a speaker is ordered to stop rambling, and they flat out refuse, they may find themselves needing to post bail bonds.
Basically, the soon-to-be-approved ordinance will make engaging in disorderly behavior that impedes, disrupts or disturbs the orderly conduct of a city council meeting a legitimate crime.
