Law Enforcement Admits Jail Realignment Has Been A Game Changer

It's been a little more than 36 months since the controversial California inmate realignment took place; since that time, certain sentenced inmates are serving their time at county lock ups instead of state prisons.

The shift was in response to a flurry of lawsuits relating to poor conditions, abysmal medical care and widespread overcrowding.  Eventually, the Supreme Court intervened and ordered the state to reduce its prisoner population to no more than 137.5 percent of rated capacity.

California had two options-  let a bunch of people off early, or find a way to pass the buck.  That's where the realignment came …

CA Prisoner Realignment Increases Jail Populations

 

California lawmakers have touted the success of the state's prisoner realignment program, saying that one year later they have successfully reduced the number of inmates being detained in state prisons. The program has worked so well, they said, that the Department of Corrections has said numbers are at their lowest point in 17 years.

Implemented as AB109, the mandate was simple. Non serious non violent and non sexual offenders were to be transferred to county jails to serve out the remainder of their sentences.  This would ensure that the state prison system was only housing individuals who committed the most …

San Bernardino Jail Expansion Largest In CA

The expansion of a San Bernardino County jail which will add  nearly 1,400 beds is, at current,  the largest project of kind in the state.  Construction at the Adelanto jail first began in Dec. 2010 after a four-year approval process.  Construction was spurred after the passage of Assembly Bill 900 (AB900).  AB900 was implemented in Oct. 2011 and mandated state prisons reduce their populations by transferring low level, non serious non sexual offenders from state prisons to county jails. Funds for the expansion were provided in part by a state grant.
