San Mateo officials move forward with plan to build new jail

San Mateo officials move forward with plan to build new jail

It seems San Mateo County will become home to a new jail, despite public opposition to the plan. On September 25, the San Mateo County Board of Supervisors unanimously approved a $1.8 billion 2012-13 fiscal year budget that included funding to start building the new facility in Redwood City.

The board allocated $44 million in the budget to pay for the first phase of construction on the jail. More than 100 people attended the recent board meeting and public testimony in opposition to the facility lasted more than 2 hours, KTVU reported. People chanted "no jail," and had signs that …

Credibility of San Diego Police Department in question

A recent case of San Diego police possibly showing preferential treatment to an SDPD captain's son is the latest incident to hurt the credibility of the local law enforcement agency, an editorial published in the San Diego Union-Tribune stated.

Alex Guaderrama, the son of the captain, was accused of inappropriate conduct with two women and vandalism after he smashed his own car window while intoxicated in August, the Union-Tribune reported September 23. However, Guadderrama was not taken to a San Diego jail. Instead, a police officer drove him to a nearby parking lot where his mother picked him up, the …

Consultant fired after critical of county correctional system

A consultancy firm hired by San Mateo County has been fired after investigating how the county  handles the flow of criminals into the local jail - information, the Mercury News reported, that may have downplayed the need for the county to build a new jail, which it has set aside funding to do.

County officials had hired the firm, the Institute for Law and Policy Planning (ILPP), to evaluate the "Achieve 180" program aimed at integrating prisoners back into the community. ILPP representatives working with the county had recently requested additional inmate information and, shortly after, San Mateo County officials …

California realignment program not completely successful its first year

California realignment program not completely successful its first year

October 1 will be the one-year anniversary of the California realignment plan, which transfers low-level criminals from prisons to county jails in an effort to alleviate the state's longtime struggle with prison overcrowding.

However, the state has not adopted enough reforms of the correctional system to make the realignment program successful during its first year, a report from the American Civil Liberties Union of California stated, according to a Bay City News article. Too much of the burden has been placed on county law enforcement agencies and not enough funding is being provided for inmate rehabilitation services, the ACLU determined.

While …

Some say new jail is not the answer for San Mateo County

In an effort to ease overcrowding in the Redwood City jail, local authorities have proposed building a new jail. However, some aren't convinced a new facility will address the problems with the county correctional system or offer much-needed rehabilitation services to inmates.

Local jails fail to provide inmates, especially those with drug or mental health issues, with the proper treatment they require. This argument was made by Manuel La Fontaine, a staff member with Legal Services for Prisoners with Children, and Sharifa Wilson, former mayor of East Palo Alto, in a recent op-ed published in the Daily Journal. The county …

OC Jails Feel Negative Impact from Realignment

In California, the state’s new realignment plan is starting to affect the dynamics inside of the county jails. According to Orange County officials, the jails are becoming more dangerous because of an increasing number of seasoned and more violent inmates being housed there instead of state prisons.

The realignment plan is an attempt to reduce the overcrowded conditions of California prisons by shifting more inmates to local jails. While the inmates who are being sent to county lockup to serve sentences are classified as non-violent offenders, this does not mean they abstain from acting violently inside the jail.

Previously, inmates housed …

Orange County jails more dangerous

California's plan to reduce prison populations across the state has been shown to have negative effects on local county jails.

The state is transferring "lower-level" criminals from prisons to local jails, but county correctional officials say safety is becoming a serious concern as these seasoned inmates serve time at the local lockups, the Orange County Register reported.

The article said Orange County jails are becoming more dangerous, with inmates who pose a higher security risk and have a longer criminal background. This transformation in the county jails has been drastic and happened in just a matter of months, officials say.

Sergeant Gary …

Orange County residents concerned about alleged police brutality incidents

The recent death of Rodney King brought renewed attention to the issue of police brutality in California, but that's an issue that residents of Orange County were grappling with prior to King's death on June 17.

Bystanders got video of Thomas screaming out to the officers to stop and that he was unable to breathe, but the beating continued as he lay on the ground. According to the Orange County Register, following the incident, police in Orange …

Arrested San Diego youths most likely to be on drugs

A study released by the San Diego Association of Governments revealed that the majority of teens arrested by police in San Diego test positive for narcotics. According to the study, 95 percent of the 130 juveniles interviewed for the study agreed to provide urine samples, which is how some of the data was gathered.

In 2011, 51 percent of teens who were arrested provided urine samples that tested positive for marijuana, and half of the respondents said that the drug was the first one they had tried, which was up from 40 percent in 2010. Over half of the teens …
