Third-strike inmates more likely to be addicted to drugs and alcohol

Drug and alcohol addiction is a problem for California jail and prison inmates, especially those incarcerated under the state's three strikes law, a California Watch report found.

While these habitual criminals are no more prone to high-risk "criminal thinking" than other inmates, they are far more likely to suffer from addiction, according to the report based on data from the California prisons department and analyzed with the help of the San Francisco  Chronicle.

According to a recent American Civil Liberties Union poll, more than 70 percent of voters want the state to invest more in programs that help rehabilitate offenders instead of building more jails to house them, KPBS reported.

With population up at San Diego jails, crime is too

One year after the prison realignment plan took effect in California, diverting inmates from state-run facilities to local lockups, counties are reporting jails are not only overpopulated but also more dangerous.

According to a North County Times article, the realignment program has created fuller jails, which some say has contributed to the higher rate of crime now seen at the jails.

An August report by the San Diego Association of Governments stated crime rates rose during the first half of 2012, marking the first increase in years, according to the North County Times.

High number of probationers in San Diego arrested again

More than 2,000 nonviolent offenders sitting in California prisons were sent back to San Diego within the last year as part of the state's prison realignment program. The inmates were subject to probation, and the San Diego Sheriff's Department deputies conducted unannounced visits to the former inmates' homes.

Man arrested for murder, taken to San Diego jail

A 64-old man was arrested on suspicion of murder and taken to the San Diego County Jail on October 1.

Paul Carl Tomasini of Santee was found at the home of a woman who had been stabbed to death, the San Diego Union-Times reported. He also suffered a stab wound and was taken to a nearby hospital before being booked. Tomasini's injury was not considered life-threatening, the article stated.

Woman held in jail on $50,000 bond

A woman who was arrested for attempting to set a lingerie store on fire is being held at the Orange County Central Jail in lieu of a $50,000 bond.

The 42-year-old woman, Jennifer Renee Colwell, gathered trash around the store and was spotted by an Orange County sheriff's deputy throwing a flaming, gasoline-soaked pillow at the business on October 2, the Orange County Register reported. Flames reached six feet before firefighters arrived on the scene, the article stated.

Two gang members convicted in Santa Ana

Two members of a criminal street gang are locked up in the Santa Ana Jail, awaiting transfers to state prison for participating in crimes with the Mexican Mafia, Orange County Weekly reported.

Douglas Joseph Jackovich and Kirk Ray Butterfas of the Forming Kaos gang were sentenced to serve 100 months and 41 months in prison, respectively. FBI agents found the gang to be a subservient criminal organization to the Mexican Mafia's activities in Orange County, according to OC Weekly.

It seems San Mateo County will become home to a new jail, despite public opposition to the plan. On September 25, the San Mateo County Board of Supervisors unanimously approved a $1.8 billion 2012-13 fiscal year budget that included funding to start building the new facility in Redwood City.
